Charles Barbier de la Serre (18 May 1767 – 22 April 1841) was a French inventor of several forms of shorthand and alternative means of writing. His system of raised dots pressed into thick paper, originally intended for military night writing, served as the direct inspiration for the Braille system developed by Louis Braille.

Charles Barbier was born in Valenciennes and served in the French artillery from 1784 to 1792. He left France during the Revolution and lived for several years in England and elsewhere, but there is no established historical evidence that he lived in the United States. He returned during the reign of Napoleon Bonaparte. He did not rejoin the military. Barbier was interested in shorthand and alternative writing forms, and in 1815 he published a book titled Essai sur divers procédés d'expéditive française, in which he argued that conventional writing was a barrier to universal literacy because it took too long to learn, especially for farmers and artisans. He was also concerned about barriers to literacy for people with visual or hearing impairments.
Barbier proposed a simplified writing system based on a grid. One version used a 5x5 grid for the conventional alphabet, with each letter represented by a two-digit number (row and column). A phonetic version contained 30 sounds in a 5x6 grid, later expanded to 36 sounds in a 6x6 grid. In plate VII of his book, he used dots to represent the numbers: for example, Q would be a vertical row of 4 dots followed by a vertical row of 2 dots. The dots were pressed into thick paper with a blunt stylus so they could be read with the fingers. He invented three tools for this: a grooved board (tablette), a stylus, and a guide. Although long assumed to have been created for people who were blind, his 1815 book does not clearly state that the blind were the intended audience, and the military purpose—allowing soldiers to communicate silently in the dark—is well-documented. He also suggested a manual alphabet for deaf people.
Barbier wrote to the Institution Royale des Jeunes Aveugles in Paris. The first director was not interested, but when he left in 1821, the new director Alexandre-René Pignier asked a student to learn the method. It was successful: students could take notes and communicate. The method lacked punctuation, mathematical symbols, capital/lowercase distinction, and musical notation, but it proved that blind people could read raised dots. Louis Braille, a student at the school, later developed a more compact and flexible system. There is no widely accepted historical record of a friendly meeting between Barbier and Braille in 1833; Braille was already blind and had adapted Barbier's system years earlier.
